The Arris ARCT02671 is the System Control Module II Enhanced Memory (SCM II EM) for the Arris C4 and C4c Cable Modem Termination System (CMTS). It serves as the central processing and control unit of the C4 CMTS platform, managing system configuration, routing functions, software execution, subscriber session control, and coordination of all line cards including Cable Access Modules (CAMs), Fabric Control Modules (FCM), and Router Control Modules (RCM).This enhanced version of the SCM II includes upgraded RAM (1 GB) and a larger compact flash disk (typically 4 GB in the updated SCM II EM (U) variant) for improved performance with DOCSIS 3.0 features, larger subscriber scales, and advanced software releases. The module supports high-availability configurations with 1+1 redundancy (duplex mode) in the C4 chassis, providing hitless failover and continuous system operation. It handles Layer 3 routing protocols, QoS policies, multicast, IPv6, PacketCable services, and DOCSIS management functions while interfacing with the mid-plane architecture of the 21-slot C4 chassis.
The SCM II EM features front-panel Ethernet interfaces for management and out-of-band access, console port (RS-232), and status LEDs for operational monitoring. It connects to dedicated Physical Interface Cards (PICs) installed in slots 19 or 20 of the chassis for Ethernet, console, and auxiliary connections. The module supports software releases from C4 CMTS Release 5.x through 8.x and later, enabling features such as DOCSIS 3.0 downstream/upstream channel bonding, dynamic load balancing, spectrum management, security (BPI+), and IPv6 routing when combined with compatible CAMs and system licenses.
Mechanically, the ARCT02671 is a hot-swappable plug-in card designed for the C4 CMTS chassis. It draws power from the system backplane and integrates with the Fabric Control Modules for high-speed data forwarding. The enhanced memory configuration improves handling of large configuration files, extensive classifier rules, and increased simultaneous service flows compared to the standard SCM II.
This System Control Module is commonly deployed in cable operator head-ends and hubs for DOCSIS 2.0/3.0 broadband networks delivering high-speed internet, VoIP, and video services. It is frequently used during capacity upgrades, memory expansions from earlier SCM versions, or as a spare/replacement in existing C4 installations. The SCM II EM is backward-compatible within the C4 platform but is not mixable with later SCM 3 modules in the same chassis for redundancy.
Installation requires insertion into the designated SCM slots (typically slots 19/20 with corresponding PIC), connection of management cables, and loading of the appropriate CMTS software image. Commissioning involves configuration backup/restore procedures, verification of redundancy (in duplex setups), and system health checks via CLI or SNMP.
